This is a good idea. Not just borrowing the software, the library should give an option to replicate at a nominal cost so like Venky said, traveling could be an issue so its probably cheaper for a person to travel once to Andheri and make a copy rather than travel twice to borrow and return back. Then the issue of damages etc also come up.

Typically the costs of the CD is as follows. - Blank CD of good quality Rs. 10 - Labels Rs. 1-2 - Jewel Case: Rs. 3-5 A good CD Writer costs Rs. 5000-7000. and can burn about 500-1000 CDs. So there is a cost of investment which has to be amortised across the CDs.
