Try using minicom to check whether the modem is working properly on Linux,that is if you are using a serial port modem.Just see that you are using the correct device file(e.g, ttyS0 ..) in your configuration file(e.g, wvdial.conf) and check the serial port(by an stty <device>).Also you can write to that port and see the modem lights blink or not(e.g, cat /etc/passwd > /dev/ttySx ).
