In case if you are using HBA's or SCSI controller ( i.e. PERC 4/D ), you might get "Unable to get access to /dev/sd?". and purely 'cause of HBA's or SCSI controller.
fdisk -l only reads the gemotery information of the disk ( Which is not placed on the sector ( for data information ).
