Not advocating Reliance in any way, but I purchased a Rs 2500 phone with 
a Reliance pre-paid connection over 3 years years ago, which I've been 
using with the data cable for 'net connectivity when on the move.  Paid 
Rs 1000 once for a lifetime connection, and haven't had any issues with 
the device or with the service so far.  OK, they de-provisioned the data 
service once because my balance was low, but that too got fixed in a 
day.

BTW, the home city for the phone is Delhi and it's usually used outside 
the NCR.
