If you can improve on two things

1 . Signal strength
2.  Consequent higher connect / baud rate for the modem

then you'll get good speeds via BSNL EVDO. Currently its the cheapest
in its category on tariffs.

You might need to google along those lines to figure the right way for you.
Also if you had purchased the dongle you're likely to get flexibility
to place the device in any location for better signal strength.
