That is known as deduplication. It has never ever been tested on more than a 
few million and has error rates in excess of .025% in laboratory conditions. 
Work out the maths.

And introduces vulnerabilities and exploits, both technical and political.
UK scrapped such a system because of the above and becuse the risks far 
outweighed the benefits.
