That is simply not true. The reason credit card/cell phone providers
require an SSN is to check your credit history - after all, both
services (CC/post-paid) involves extending credit to you. If you are
willing to cover the risk involved (by say, making a security deposit)
then you certainly can obtain either service in the US without an SSN.
