I explained a while back that the government should operate a level
higher than the usual maximise(profit = revenue - cost) motif. The
purpose of government is not to return dividends to shareholders. The
government has a bunch of legal, social and constitutional obligations
that may require it to spend more money than required.

For example, by your argument the government can decide that cost of
holding elections can be reduced by holding them only once every 10
years.
