It does not mandates the use of SSN either.

Untrue. Need for SSN is to assess credit worthiness. It can be done by
demanding a deposit. In cases where this is the first time you are
being involved in a transaction that involves credit, you will not
have a credit rating.

There are classes of US citizens who do not have SSNs. They get along
pretty well, as far as I can tell.
