Only thing it disables is installation of Linux on ARM systems are are "certified". There is nothing to stop Nvidia/TI/Qualcomm et. el. to maintain a line of Linux compatible platform. So, if you buy a tablet with Windows 8 pre-installed, installation of Linux wont be possible, but that does not matter. There are plenty of Tablets with Android and user can install any version of Linux on the ones that have unlocked bootloader. In general, Tablets are not as versatile as PCs in terms of OS and installing a different OS is not possible for most users.
