The frequency of the NIC's internal clock is known only to the driver. The ptp4l software doesn't know or care about that, because the kernel interface allows adjusting the clock rate in terms of parts per million (with a 16 bit fractional part). The driver converts the dialed PPM value into whatever adjustment is needed by the hardware.
