You have described a bug in the switch.  You have three choices:

1. Ask the vendor to fix their switch FW.

2. Don't re-start the switch when snooping is enabled.

3. Don't make snooping a persistent setting, but rather enable it via
   scripting after restarting the switch.

I really don't see any linuxptp or kernel issue at all.  I definitely
will not accept hacks in my project for this kind of switch misbehavior.
