Not necessarily. The way drums (and percussion) is notated, the instruments
position ("pitch") on the staff, does not correspond 1:1 to how they are
mapped in MIDI.
1) There's different ways of notate drums. Compare for instance these
examples, they are all a little bit different.

2) The way drums are mapped in MIDI is usually for convenience when inputing
them using a keyboard or to match the layout of a specific drum
machine/sound module. Any respected sequencing or notation software should
be able to load different drum maps so it can be used together with a
variety of sampled drum kits/sound modules. If the software require a
specific mapping, then you have no other option to remap your sampled drum
kit or sound module to match it (and if you assembling your own kit from the
start, then you can map it to match the softwares requirements).
