Usually there are other binaries in Ubuntu than in the official Debian distribution(s). So probably you cannot install your Debian built packages on a Ubuntu machine. But you'll find out by trying. ;-) Usually dpkg will simply complain if you try to install a package which misses certain dependencies. And yes, building .deb packages for Ubuntu is the exact same way as for Debian. So if you already did it for Debian, it'll be easy for you to rebuild it for Ubuntu as well.
