It all depends.

The guest OS (the "VM") is often bridged to the same network/subnet as the host machine. If both are running Windows and it's a virus that spreads itself to those on the same subnet, then it's quite possibly everything can get hosed with one infected VM.

But normally, yes -- like you said, it's (in theory) two completely separate environments and often "safe".
