i don't believe its a restore file so as much as it is a tool/executable on its own permission. From my experience with Dell/HP/Lenovo the BIOS has some sort of option to boot to this partition and on this partition it has tools to restore/backup your windows partition and perform other tools and diagnostics. Its also the one of the first things I delete when I get a system.
Generally I'm going to install only Linux anyways but if by chance i was going to run windows its going to be a clean install and not the jam packed version that OEMs ship which is full of trial software and etc. that im never going to use. My 2 cents. Backup your data not the OS, maybe a bit of the OS config and thats its. In Linux I grab /etc/ and /home/username. On Windows I grab the System State and Documents & Settings/username. The OS is easy enough to reinstall. Losing data is costly.
