I would look at Fluxbox or Blackbox. Both very minimalist window
managers. Basically all they do is put some color on twm and add some
features of their own. Menus are much easier to navigate. That is
unless the users are already familiar with twm in which case never
mind.

Older hardware is fine for this need. A Celeron made in the last few
year can more then handle this need.

I would buy new only if there is a desire to have a warranty and or
confidence in the parts. A sub $500 PC will do what you are asking
without issue. Could probably get something for less then $300 at Frys
or etc. that will do the job. I would recommend going to a local mom n
pop PC shop as you are more likely to get a PC already assembled
without an OS. However if you don't mind putting it together
