You probably already know, but a launcher is another name

for short cut. 

 

I am not too sure about KDE,(never used it) but this link may provide what you

As for folders, I believe you can just drag and drop them. I am not at my 

ubuntu desktop right now, so I can't try it. I'll try it later.
