Well, a quick search  http://www.google.com/search?q=PDF+change+permissions
gives millions of results - but does anyone here have good info if any
of them are effective in granting Save-As permission?

Why not just print to pdf?

It won't of course allow them to edit the pdf's and they would have to regenerate them if they needed to change things but that would seem to be a viable option then having to muck around with permissions or requiring adobe acrobat distiller.
