Since you didn't specify or I missed it what OS are they working with?
I have not looked but also do not recall a feature equivalent software
to distiller or full acrobat (can't remember which one gives you the
save edit option).

What you might look into is a overlay system where the data is
overlayed on the actual form rather than put into the form. This way
you can save the content and edit it later but it would still print
out on the form itself.

This might be a little much though for their needs or for your desires.
