Whether you realize it or not, this is exactly what they do.  Insurance 
companies _intentionally_ lose claims. Years ago I wrote a Dental 
Office Billing Package for a company. We continually resent claims 
automatically until they were paid, because this _method_ of handling 
claims is well known in the insurance industry.
