Yeah I didn't think about that... some languages are simpler, less
expressive in syntax but more easily learned.

They may be more appropriate for non-programmers (well,
non-specialists in programming).

I think Perl is the most expressive language I've learned... but I
quickly amassed a level of knowledge of its syntax that, while a Perl
novice could likely understand my code, it is unlikely that they could
maintain it.

Any BASIC or Fortran code that I ever wrote could be easily maintained
by novice programmers.
