I guess there is some problem between Apple and AT&T to have this
change so quickly after release of iPad. This seems like a big F-U
from AT&T to Apple and their customers.

Anyway, I suggest you could decouple the 3G access from iPad and still
be well connected with a portable  (battery powered) wifi router.

You can go with one tied to a carrier like MiFi (Sprint, Verizon) or
you can roll your own and use with any carrier:

CradlePoint PHS300 Personal Wi-Fi Hotspot 3G (on sale, $99)

Lets you plug your USB cell modem or cell phone which supports
tethering into it. It has some features to help you manage your
bandwidth to avoid overage charges.

I kinda like the CradlePoint in theory for that reason... more control
of usage and you can go with low end/cheap/pay-as-you-go providers
like Virgin. Plus you can share access with N other people or devices.
