There are some commands that you could type at the CLI that will cause the system to lock up and or crash. Some could involve a !. One doesn't come to mind, but the most famous one I can think of is "forkbomb".
:(){:|:&};: this command will tell your system to execute a huge number of processes until the system freezes. So yes there is something you can type that will cause a system to go crazy. However that has nothing to do with getting access to the system in the first place. >From the brief description you provided I assume that the President gets their idea of what hacking is from watching CSI and the person that said this is quite ignorant of Linux.
