well, it depends on specifics for your 'fast boot' requirement. I use debian
on our PC-104 systems at work, with a 133MHz processor and 64MB ram -- these
boot in one minute with the stock kernel (and 30 seconds with a custom
kernel with USB disabled, and all drivers built-in)

But then, I'm partial to having apt available, so it was the obvious choice
for me to use debian.  Using debootstrap I've set up a system on my
workstation where I can chroot & do all configuration / installation, then
copy it over to a flash card which I stick in the PC.
