Hey,
Have you decompressed the archive? Generally in these project
releases a file called "README", or maybe "INSTALL" is included in the
top-level directory or maybe a sub-directory marked docs. This should give
you something to start off.
If the included documentation is insufficient for you, maybe you could
read this:

What distribution are you using? It probably has Gimp compiled and
packaged for installation.
