Unfortunately, RHEL does not have a pre-built package for gimp 2.6.7: http://distrowatch.com/table.php?distribution=redhat
The good news is that Fedora does: http://distrowatch.com/table.php?distribution=fedora As for compiling from source, start with the README file that is in the tar.gz file and go from there. You may be able to use Fedora's source RPM for gimp as a guide.
