Deciding to not include Gimp on the CD, where space is a premium,
could have been made on package size or install size:

( 0.7 MB / 1.6 MB ) http://packages.ubuntu.com/lucid/gthumb

But that's just a guess.

Would it be nice if Gimp gets included in the CD?  Sure.  If it is
not, then at least there are alternative sources such as the
repositories.  If having it on some kind of media is really that
important to you or someone you know, get the DVD.  Gimp is still
there:
