I'm not familiar with LUCID -- is that the more recent version of Ubuntu? In any case there are a *bunch* of free/open source (I assume you want only free stuff) image editing programs for linux, and most can be downloaded and installed from their home pages if not from a repository associated with your particular distro. It depends on how basic and how niched your needs are. A simple list is at http://en.wikipedia.org/wiki/Comparison_of_raster_graphics_editors . Note that *most* of the ones that are listed under freeware are either linux or have linux ports.
