I'm not familiar with LUCID -- is that the more recent version of Ubuntu?  In 
any case there are a *bunch* of free/open source (I assume you want only free 
stuff) image editing programs for linux, and most can be downloaded and 
installed from their home pages if not from a repository associated with your 
particular distro.

It depends on how basic and how niched your needs are.  A simple list is at 
http://en.wikipedia.org/wiki/Comparison_of_raster_graphics_editors .  Note that 
*most* of the ones that are listed under freeware are either linux or have 
linux ports.  In addition to the ones listed here, you might also look at 
ImageJ from the National Institutes of Health in the USA 
(http://rsbweb.nih.gov/ij/)
