Worth to try this:
Boot from the liveCD
open a terminal and type

*$ sudo mkdir /media/root*
then
*$ sudo mount /dev/sda1 /media/root*
to check that is working type
*$ ls /media/root*
you should see something like
bin dev home lib mnt root srv usr and such and such
Now, you can type
*$ sudo grub-install --root-directory=/media/root /dev/sda*
if everything went well type
*$ sudo reboot now*
remove the cd when asks and close the tray and let it do its thing hope that works for you.

    If he is going to the trouble to re-install, why not install a more
    recent version. Support for 9.10 is only for three more months and you
    can only upgrade to 10.04 from 9.10. He could install 10.04 which has
    three years of support or choose 10.10 and upgrade to 11.04 in April.
    It seems like wasted efffort to install 9.10 at this point in time
    because it is near then end its cycle.
