That can be an issue as the .evolution directory is where your personal
information and email are stored. the ~/.gconf/apps/evolution directory
holds all your configuration files used by both Evolution and Gconf for
display, layout and accounts.

Somehow Evolution is placing your stored emails and personal information
in another location. Don't panic yet as Fedora may be using another
location buried in another sub-directory. Since I use Ubuntu I can't say
for sure on this. However, if its not somewhere in your home directory
then the issue becomes a permission problem as read write access issues
are going to happen. Since Evolution can download emails the issue
becomes that while it can retrieve and store email (i.e. it has proper
access to wherever the email data base is being stored) when you try to
send an email as a regular user you do not.

What you need to do is find out is where Evolution is placing its email
data base. That can be done using gconf (apps >> evolution >> mail >>
composer. It should say file:///home/username if it does not then it
should tell you what sub-directory its in.
