i think u r diagram is wrong according to my knowledge
it is as follows
A---FIN----->B this is request to terminate the conn.
from A to B
A<---ACK----B acknowledge of request
A<---FIN----B this is request to terminate the conn.
from B to A
A----ACK--->B acknowledge of request
now step 2 & step 3 can not combine this is because
when B send ACK to A for For some time data can be
flowing from B to A so it has to wait till data flow
is stop then after finishing sending DATA B can send
FIN to termininate conn.
see sometimes 2&3 can be combine in some situation.
this is why tearing connection is 4 way hand shaking.
in u r dia. i dont know why u have mention fin & ack
in step 3
also in step 1 also there can not be ack.
see ack is acknowledge of request in step 1 A is
sending request why it is sending ack.
