Hi , I dont know the the exact cause but i think this may be due to blocking of telnet session also 110 is for POP so it is generally for downloading mails from mail server to mail client SMTP 25 port is for sending mails from one mail server to another so this is likely that your mail server port 25 & 110 is open for internet but telnet to 25 may be blocking by som ISP this is possible using IPS signature blocking.
