Hello Jitendra,
                         Let me clear my self by saying that when I am able to 
telnet to desired ports(here 25 and 110)  it means that those ports are open on 
my local firewall and ISP firewall. And if I am not able to telnet the same it 
means either my local firewall is having problem or my ISP firewall is having 
problem. 
                         I will request you to check your company firewall, 
your local pc firewall and ISP provider fire wall.
  1. I don't think its dns entry issue.
  2. Please try to telnet these ports from mail server and from dns also.

SMTP 25 port is for sending mails from one mail server
to another 
so this is likely that your mail server port 25 & 110
is open for internet but telnet to 25 may be blocking
by som ISP this is possible using IPS signature
blocking.
