You siad portal... so if i am not mistaken it is a web-application. Then what 
is web server it is served?
 
what protocol the application use to upload this user  date files like webdav 
etc.. ?
 
Well if it is Apache web server then try understanding the directives 
 
    <Location /U-R-DIR>
    
    </Location>

and / or
 
<Directory /home/*>
 
</Directory

And if JAVA TomCat.... i am sorry :(

Hello friends ,
    I have a portal in which all users need to upload files , but I am not able 
to give permissions to them to specific folder as , they all are created at 
runtime with the username.

    Is there any other way , by which I can already set permission to "public" 
folder which will automatically applies to new folder under it ? 

I can't set umask to 0000 .
