Hi ,
   I think , this should not happen.
   As when you get login screen at that time all the networking services are 
already up and running.
  So probably you are attempting to login prior before server gets login .(feel 
sorry if this is not the case, but just to make things clear.)
   Just have a read on booting process , just to get clear idea.
    
Try to do continuous ping , when server is restarting , when you get response , 
try to do VNC (probably wait for sometime after server starts responding.)

If still facing problem , check for /var/log/messages for booting log. (plz 
correct me if I am wrong.).Check for VNC process in that or else networking.

Also you can add  "/etc/init.d/*vnc*   restart"  in /etc/init.d/rc.local to get 
things running for sure.

I don't know how this problem is occurring to you , but when I do VNC on 
clients machine , I am able to do login on client.

i can connect to my linux server with vncviewer ............ .but when

i reboot the machine i have to go to server room and login the machine

then only i can connect to it
