Hi, I would suggest to go for Xmanager to connect linux system remotely. No need to configure vncserver for same. 1. Just start linux in runlevel 5 2. Start Xmanager on windows pc 3. logon to linux box using putty. SSH session. 4. type export DISPLAY=yourdesktopipaddress:0.0 5. type gnome-panel & And enjoy the remote desktop.

As when you get login screen at that time all the networking services are already up and running. Try to do continuous ping , when server is restarting , when you get response , try to do VNC (probably wait for sometime after server starts responding.) If still facing problem , check for /var/log/messages for booting log. (plz correct me if I am wrong.).Check for VNC process in that or else networking. Also you can add "/etc/init.d/ *vnc* restart" in /etc/init.d/ rc.local to get things running for sure.
