Am not really sure if theres some bug or feature due to which your iptables

starts.

The best solution which i can think of is add a line in your rc.local file

to stop iptables service.



rc.local file is a script file which is executed after all services. so it

should stop iptables in last before your system is ready to use.

Hi Viket,
  I think at installation time some packages gets installed which requires 
iptables in running mode because i tried installing fedora at least 5 times 
with different package selection. After my last installation i got expected 
result. Now iptables is in disabled mode working fine for me.
May be next time I will find out which are those packages.
