I am little doubtful about the load handling on PFSense and untangle, will they sustain on the 500 users load. Waiting for your expert comments. PFSense does not have UTM features such as antivirus scanning, malware protection, phish and spam filtering, etc. I've not read about any plugins that give it those features either, such as the Copfilter add-on for IPCop. PFSense is a great distro, can run on older P3. Pfsense (FreeBsd) QoS/Traffic Shaping features, Vonage VoIP, VPN, PROXY, FailOver calls have better quality.
