what is short-term and long-term here?
the inertia we face is huge. first, we need to update the driver, release
it, then wait for distros to ship it. then clients will start using the
features we ship and with a bit of luck we might actually get the feature to
the user. we're talking about months, not weeks.

so if implementing the hotplug mechanism takes 2 or 4 weeks, that's
short-term.
