Last I saw Chris was saying use evdev not xf86-input-wacom? So you and Benjamin got the hid driver straightened out and you have the right quirk(s) for xf86-input-wacom? Anyway that's where I suspect the problem is. It doesn't seem reasonable to ask Alexey to get up to speed on that saga. I think you need Chris again if he has some time.
