The good news is that our efforts have been rewarded. Patches submitted to kernel.org got merged into Linus tree much quicker than before. However, coming to supporting new devices is another story.
Let's take the current 2.6.18 at kernel.org and linuxwacom.sf.net for instance. The wacom kernel 2.6 18 driver under linuxwacom supports Intuos 4x6. However,
kernel.org doesn't support it in 2.6.18. The support is merged into 2.6.19. So, if you use Intuos3 4x6, you'll have to use the driver from linuxwacom. Except that, the wacom driver 2.6.18
at kernel.org is up to date.
So, mainly it is a new device support issue. Once a kernel version is released from kernel.org, anything submitted from us will go to the next release unless it is a bug fix.
