First of all, you need to see if Wacom kernle driver is taking control of
your tablet or not. Refer to
http://linuxwacom.sourceforge.net/index.php/howto/testtablet

I believe I have made the recommended changes to
xorg.conf, though there is some confusion.

Maybe the confusion is the issue. Please let us know what's not clear to you
so, at least, we can improve the description.

Just doesn't work, doesn't draw unless I left click a different
usb mouse, motion screwy, cursor placement weird.
The wacom mouse doesn't work at all.

Sometimes it goes nuts like a million mouse clicks.

Gimp doesn't see it for configuration. All it sees is the
Synaptics touch pad.

To me, it sounds like that Wacom driver is not in control of your tablet.
This can be happen in 2 ways, Wacom kernel or X drivers. If your Wacom
kernel driver doesn't support your tablet, you need to upgrade wacom.c from
linuxwacom. Otherwise, you need to install wacom_drv.o, the Wacom X
driver, from linuxwacom.
