Which is of course, exactly what happened here, right Martin?</wink>. Making people work a little harder to reply to the list, usually makes them think a little harder about where their reply belongs also. That typically has a very significant effect on the signal to noise ratio. Meaning people who expect to see discussion on the wacom tools for linux don't find that mixed up with discussion of list admin policies and email clients, and people telling other people their posts are off topic, and yet more people pointing out the irony of off topic posts about off topic posts ... ;-) Email is pretty durable stuff, private conversations that turn into something of interest to a list, can always be forwarded to one at any point in time.
