The TopX/Y and BottomX/Y values are used for limiting the area on the tablet (in the tablet's coordinate system) that is mapped on the screen. So if you'd like to make sure that the right 10% of the tablet would be treated as the right edge of the screen BottomX would have been set to 22860 (or thereabouts). It is not possible to define an area on the screen where the wacom tool is mapped.
