Both portions of the driver were installed.

I used xsetwacom (which previously didn't work) to do the following:
xsetwacom set cursor RelWUp "button 5"
xsetwacom set cursor RelWDn "button 4"

And it now seems to work fine as a workaround.  I'm still unclear as
to why with the same drivers it worked in Edgy but not in Feisty.
