It seems that tilt is not being used properly, or not being reported
properly to the above programs.
xidump shows the tilt varying as expected between -64 and 63, but a
program I found called "xinput", which reports the valuators provided by
the Xinput system show the valuators with some very large, odd values,
which hardly change at all when tilting (handavingly I'd say they change
by less than 1% across the full tilt range.)
In addition, I've noticed that when swapping between the pen tool and the
airbrush accessory, the values change quite substantially. Therefore it
seems like something "else" is being included into these valuators that
completely swamps the tilt values.

I noted also that the [2] valuator, for pressure, changes as expected from
0 to 1023.
Inkscape and Gimp's calligraphy tool work fine in Windows will full tilt
capability.
