I would note in passing that
A) There is no particular reason that EID registration / allocation
needs to be done by the RIRs
A') There is no reason to prohibit the RIRs from providing this
function, in competition with others, if they are interested
B) There is no particular indication that the RIRs are interested in
running such a function, and I would hate to see us mandate that they
help with an experiment unless they are interested in it.

[WEG] This would address my concerns with the requested reservation and
allocation. The one thing I might add is support for a smaller initial
reservation and subtending allocation(s) that were reserved and allocated in
such a way that they could be grown by simply changing the bitmask if that ends
up being necessary. I would think that the size of block(s) needed would be
something that could be much more effectively evaluated as the experiment moves
forward and we have a better sense for how the space gets used, and at the
conclusion of the experiment, if there is success, there will be a clear
justification for whatever block is deemed necessary.
