I'm not sure I see any difference but a cosmetic one here. Would it 
be any better if that end-user's mail was being held in a uucp queue 
for six months before being returned?

It's all the same thing.

automating bounce mail takes care of this just fine -- let a program 
worry about it, and you'll never even know they're being stupid.
