OK. Here is what we did to fix this.
 
You have to go into the Date/Time properties of the server, uncheck Automatic adjust for Daylight Savings Time. The servers clock will then go back one hour. Then you move the time up an hour and everything works fine. This is on CF Application Server 4.01 with NT Server 4.0. On my 2000 server with Server 4.5 this does not occur. And on my 2000 machine here at work with CF 5.0 Beta 2 this issue did not arise. I did not find anything on Allaire's site about this other than CF4.5.1 has a fix so that CFMAIL now correctly handles Daylight Savings Time .

I believe the system time is the computer OS itself, not the server.  But I may be wrong on this.

OK. We have a CF Application server (4.0). When you look at the servers clock it shows the correct time (the clock was actually an hour behind, it did not automatically adjust for DST on Sunday, we manually adjusted). However, when you do this ; #TimeFormat(NOW())#, we are seeing the time one hour behind.
Why is it that the system clock would show one time and CF would show another? I thought that CF got its time from the system clock? Do we need to stop and start the CF services? This is a production machine and it takes an act of congress to make this happen.
